Except as regards the latter, I would provide for reformation throughout and would connect the existing building with a new block. I would clear away the radiating blocks in rear and the outbuildings in front and, if funds permitted, improve the Magistrate's Court & the Police station, though this is outside the Prison.
Having thus provided, in a sort of House of Detention, for 250 prisoners, I would build a new prison for 460 or 400, where I would place the Superintendent's quarters, offices & administration etc.
I do not think this would entail much duplication of staff.
